MEMORANDUM OF UNDERSTANDING (MoU)

Medical and Dental Practitioners belong to a category of professionals who deal with issues within/inside people as opposed to professionals who deal with issues between/among people and things. Therefore they owe society a very high duty of care and responsibility.

National Public Prosecution Authority (NPPA), Rwanda National Police (RNP) and Rwanda Medical and Dental Council (RMDC), are the three (3) organs that work jointly on daily basis and have the responsibilities to guard and protect the population’s safety.

Medical malpractice cases are very sophisticated in nature and techniques, the appraisal of which requires specific medical knowledge. It often happens that people responsible for malpractice management are not well informed in the relevant knowledge. Thus the appraisal of the experts turns out to be of extreme importance and even may have decisive influence on the final judgment of the case and ensure accountability.

We therefore find it necessary to put in place a proper working mechanism through establishment of the MoU which shall facilitate each other in the management of medical malpractice cases and support fair delivery of justice.
